According to the World Health Organization, there are an estimated one billion people, or 15 per cent of the world’s population, living with disability. Despite this, people with disabilities face barriers to inclusion and their needs are often given low priority. Women and children with disabilities are particularly vulnerable to discrimination. They experience multiple discrimination—both from their disability and their age or gender. In many parts of the world, it is common practice to isolate, abuse, and deny basic rights to these particularly vulnerable groups. Disability Rights Convention explicitly recognizes the difficulties facing women and children with disabilities, including multiple discrimination. Older persons are entitled to lead fulfilling and productive lives and should have opportunities for full participation in their communities and society, and in all decision-making regarding their well-being, especially their shelter needs. Their many contributions to the political, social and economic processes of human settlements should be recognized and valued. Special attention should be given to meeting their evolving housing and mobility needs to enable them to continue to lead rewarding lives in their communities.
